JOURNAL OF THE HOUSE. Thursday, September 21, 2006. Met according to adjournment, at eleven oclock A.M., in an Informal Session, with Mr. Donato of Medford in the Chair (having been appointed by the Speaker, under authority conferred by Rule 5, to perform the duties of the Chair). Prayer was offered by the Reverend Robert F. Quinn, C.S.P., Chaplain of the House, as follows: God, Our Creator, Your guidance enables us to make reasoned, right and objective judgements as we take up and address our many personal and legislative responsibilities. In this process, inspire us to remain faithful to our high ideals, personal goals and to our human, spiritual and religious values. Today the Jewish Community is preparing to observe and celebrate Rosh Hashanah. We wish our Jewish associates and friends a happy new year filled with peace, success and all blessings. Grant Your blessings to the Speaker, the members and employees of this House and their families. Amen. At the request of the Chair (Mr. Donato), the members, guests and employees joined with him in reciting the pledge of allegiance to the flag. Message from the Governor Veto. A message from His Excellency the Governor returning with his objections thereto in writing the engrossed Bill further regulating hearings for residents of nursing facilities [see House, No. 2681, changed] (for message, see House, No. 5297) was filed in the Office of the Clerk on Tuesday, September 19. The message was read; and, under House Rule 12, it was placed in the Orders of the Day for the next sitting, the question being on passing the bill, notwithstanding the said objections. Resolutions. The following resolutions (filed with the Clerk) were referred, under Rule 85, to the committee on Rules: Resolutions (filed by Mr. DiMasi of Boston) on the occasion of the fiftieth anniversary of the Massachusetts Rehabilitation Commission; Resolutions (filed by Mr. Atsalis of Barnstable) congratulating Margaret Burgess on the occasion of her one hundredth birthday; Resolutions (filed by Mr. Atsalis of Barnstable) congratulating firefighter Karl Sulkala on the occasion of his retirement; Resolutions (filed by Mr. Cabral of New Bedford) on the occa- sion of the celebration of the twelfth anniversary of the Hands Across the River Coalition, on Sunday, September 24, 2006; Resolutions (filed by Mrs. Poirier of North Attleborough) recog- nizing the fiftieth anniversary of the St. Vincent De Paul Society; Prayer. Resolutions (filed by Ms. Polito of Shrewsbury) honoring the Boroughs Family Branch YMCA for its leadership, service, and commitment to the citizens of the Boroughs community in promot- ing healthy living; and Resolutions (filed by Representatives Timilty of Milton, Scaccia of Boston and Forry of Boston) congratulating St. Mary of the Hills Parish in Milton upon its seventy-fifth anniversary; Mr. Petrolati of Ludlow, for the committee on Rules, reported, in each instance, that the resolutions ought to be adopted. Under sus- pension of the rules, in each instance, on motion of Mr. Kaufman of Lexington, the resolutions (reported by the committee on Bills in the Third Reading to be correctly drawn) were considered forthwith; and they were adopted. Report of a Committee. By Mr. Donato of Medford, for the committee on Steering, Policy and Scheduling, that the House Bill relative to the town of North Andover (House, No. 4864) [Local Approval Received] be sched- uled for consideration by the House. Under suspension of Rule 7A, on motion of Ms. Wolf of Cambridge, the bill was read a second time forthwith; and it was ordered to a third reading. Engrossed Bills. Engrossed bills Authorizing the town of Bellingham to grant an additional license for the sale of all alcoholic beverages to be drunk on the premises (see Senate, No. 2347) (which originated in the Senate); and Authorizing the town of Hopkinton to acquire certain real prop- erty in the towns of Upton and Milford (see House, No. 4867, amended) (which originated in the House); Severally having been certified by the Clerk to be rightly and truly prepared for final passage, were passed to be enacted; and they were signed by the acting Speaker and sent to the Senate. Orders of the Day. The engrossed Bill establishing the Cohasset Library Trust, Inc. (see House, No. 4840, amended) (which had been returned to the House by His Excellency the Governor with recommendation of amendment) (for message, see House, No. 5289), was considered. The amendment recommended by His Excellency the Governor then was adopted in the following form (as approved by the commit- tee on Bills in the Third Reading): By striking out section 7. Sent to the Senate for its action. House bills Relative to the board of the health of the town of North Andover (House, No. 4863); and Relative to data collection of government assisted housing in Massachusetts (House, No. 4978) (its title having been changed by the committee on Bills in the Third Reading); Severally reported by said committee to be correctly drawn, were read a third time; and they were passed to be engrossed. Severally sent to the Senate for concurrence. Order. On motion of Mr. DiMasi of Boston, Ordered, That when the House adjourns today, it adjourn to meet on Monday next at eleven oclock A.M. Next
sitting. Mr. DiMasi of Boston then moved that as a mark of respect to the memory of Edward J. King, Governor of the Commonwealth of Massachusetts from 1979 to 1983, inclu- sive, the House adjourn; and the motion prevailed. Accordingly, at twenty-five minutes after eleven oclock A.M., on motion of Mr. Smizik of Brookline (Mr. Donato of Medford being in the Chair), the House adjourned, to meet on Monday next at eleven oclock A.M., in an Informal Session.
